India Needs a Uniform Central Act on Begging

TO: The Ministry of Social Justice and Empowerment, Government of India, New Delhi.
Today 20 states and 2 Union Territories use the British-era Bombay Prevention of Begging Act, 1959,—a law already labelled "unconstitutional" by the Hon'ble Supreme Court of India.
A welfare state like India should not allow the regional governments to criminalize extreme poverty, and lodge FIRs against citizens helping the destitutes (Example: DM of Indore).
Appeal:
  • One Country, One Law: Implement a Central Act on Begging aligning with Articles 14, 19, and 21 of the Constitution.
  • Socio-Economic Inclusion: Identify, Verify and include Real Beggars in government schemes.

Charity breeds poverty, investment creates Wealth.

Recall those lines of Anne Isabella Thackeray Ritchie in 1885, widely quoted by policymakers and development professionals all over the world: "If you give a man a fish, he is hungry again in an hour. If you teach him to catch a fish, you do him a good turn." Over the years, the policymakers also added, "He will be richer all his life" or "That will feed him for a lifetime.".

We, at Beggars Corporation, are implementing that principle in letter and spirit. Instead of donating and making the poor dependent on our mercy, we are trying to break both the Poverty Trap and the Begging Trap by turning beggars into entrepreneurs. Besides earning with dignity, they send their children to school, take care of their families, and contribute to the state exchequer through GST. Not only that, the BTEs also become owners of wealth as Shareholders in their ventures, along with their Mentors and Social Investors.

Citizens for Begging-Free India - A Socio-Economic Movement

According to the economists, Beggars Corporation is the only organization in the world that works for the extreme poor, but NOT AN NGO. Incorporated on August 12, 2022, as a For-Profit company, and recognised by DPIIT, Government of India, as a Social Impact Startup, it introduces an innovative model called PROFIT WITH PURPOSE.

To turn it into a socio-economic re-evolution, it connects well-off citizens to invest in the ventures of the beggars under its ONE BEGGAR, ONE MENTOR #OBOM programme. On June 30, 2023, it launched Citizens for Begging Free India #CBFI to involve its Social Investors and Member Customers directly in this mission. The CBFI was dedicated to the nation, #Rashtrarpan, jointly by economist Dr. Sreevas Sahasranam from the United Kingdom and Padmashree Dr. Rajnikant from Varanasi.

Working on a roadmap to make India begging-free by 2035, Beggars Corporation is not just another startup, but a symbol of Collective Conscience of society. Don't just witness or appreciate; "Be the Change You Wish to See."
